Sukūn (ـْ) means the letter is pronounced with no vowel. It closes the syllable before it: أَبْ is one beat, ab.

Soft letters (līn)
When wāw or yāʼ has a sukūn and the letter before has a fatḥah, the sound glides: aw or ay. These are soft, not stretched.
